When I welcome back my SIM, what happens to the lost or stolen SIM?

The stole my phone and use it to empty my account. I blocked the account but now I have welcome back the SIM. Will the theft still have access to my account?

When you purchase a welcome back SIM card, your lost or stolen SIM card will be deactivated from the network.
