Why do all my calls return 'number busy'?

For some few days I have been unable to make any calls as i keep getting 'number busy" when i try calling even though sometimes i do recieve calls. Today i woke up to find out I can't browse in my own home even when data is on and showing full network. But immediately i step out of the house, i can browse normally
