I am unable to receive call and SMS but I can make call but can't send SMS.

I am unable to receive call and SMS but I can make call but can't send SMS, later I got to know that it was call barring and I tried to remove it using the password 0000 but to no avail because I didn't set any password on it, please what do I do?
