I bought already registered sim and the sim has been banned because I can’t link it with my NIN

I bought an already registered sim card and it was blocked so I decided to go do my NIN and do a sim change of ownership but they said I can't do that that I must buy a new sim card, which I did buh couldn't do my NIN because the computer couldn't capture my fingerprint
