How can I apply with MTN for them to build a mast in my community? since there is no network provider in my community?

How can I apply with MTN for them to build a mast in my community? since there is no network provider in my community? I have lots of lands for leasing where they can comfortably build the mast network provider. The community is in Ughelli south local government area in delta state.
