Checks on 08131164505 show no barring or restriction on SMS services. However, the SIM network profile has been refreshed. Kindly go to Message Settings on your phone and check for the message center/service center number. Enter MTNN message/service center number as +234803000000 and save then power OFF and ON your phone. ~ PU
