I bought two 45GB Always On plans but only being credited for one?

I bought two 45GB Always On data plans. One plan gives 1.5GB, so every 12 midnight I expect to receive 3GB. Yet I'm only getting 1.5GB. What has happened to the second plan? I was billed N6000 for a plan I'm not getting data from.
