My sim is out of service but I don't know what is the problem

I can't access my phone it keep showing me to Put PUK number. This happened while I was trying to do a sim lock from my phone settings

I can't call Nigeria with my MTN number from United Arab Emirate and i can't even link my NIN number

please i want it open immediately
