Why am I not eligible

Why am I not eligible for*312*200#. this is not fair with me all. I wonder why some people will be treated specially. Why some will be treated as nothing. I have made over 68 student to registered MTN line.what will i do to qualify for this package. I think we all should be a beneficiary plan because we are all MTN users
