Why am i not eligible to purchase mifi bundles

I recharged 11,000 naira on my mifi sim and I want to purchase 45gb monthly broadband mifi plan from the app but I keep getting "oh dear! it seems [my number] is not eligible for this bundle. please try a new bundle and try again."
